K-Beauty Boom Reshapes Korea’s Startup Policy

South Korea’s startup support programs remain heavily weighted toward technology sectors such as AI and semiconductors, but government agencies have steadily expanded backing for consumer goods and lifestyle businesses — beauty, fashion, food and related fields — over the past one to two years. One driver behind the shift is the export performance of Korean consumer brands.

According to first-half 2026 export data for small and medium-sized enterprises released last week, cosmetics accounted for 7.9% of total SME exports, overtaking automobiles and semiconductors to become the single largest contributor to export growth. The momentum that began with K-beauty has since been absorbed into policy language, with support tracks now extending to fashion, food and lifestyle brands marketed under the broader “K-brand” banner.

The most visible shift is in programs aimed at building brands themselves. The Ministry of SMEs and Startups renamed its K-Beauty Creator Challenge, previously open only to beauty companies, to the K-Brand Challenge this year, expanding eligibility to fashion and lifestyle companies to reflect global interest in Korean consumer goods.

Product-discovery programs have also grown in scale. The K-Export Strategic Item Development Project started in 2024 with 30 companies in beauty and food. Last year it expanded to fashion and lifestyle, adding 80 more companies, and this year the program grew to roughly 200 companies across the four sectors. Selected companies gain access to market-entry programs built around retail partners including Olive Young, Shinsegae Department Store, Musinsa, Gmarket and Lotte Mart.

Open-innovation partnerships with domestic and global corporations are especially prominent in beauty. Modu’s Challenge, a program once centered on deep-tech development, has expanded into beauty and platform services, offering startups collaboration opportunities with Amorepacific, LG Household &Health Care, Kolmar Korea, KakaoBank and Toss. Separately, L’Oréal Group’s Big Bang program supports the global expansion of Korean startups.

The increase is even larger in programs aimed at small business owners. The Ministry of SMEs and Startups’ 2026 budget for small-business support reached a record 5.4 trillion won, and it includes new programs explicitly targeting beauty, fashion and food. The policy focus is also shifting from “survival support” toward strengthening competitiveness through AI and digital transformation.

Among the new initiatives is the 2026 Small Business Living Culture Innovation Support Project, newly created this year with a 40 billion won supplementary budget. It will select roughly 400 small businesses with innovative ideas in food, beauty, fashion and other everyday-life sectors, offering combined technology-development and commercialization funding of up to 100 million won per company.

This push to build small-business brands traces back to LICORN, a support program launched in 2023 with the goal of producing unicorn companies from the small-business sector. LICORN backed 160 companies last year before being reorganized in 2026 into the Innovative Small Business Integrated Audition, which now encompasses an expanded set of programs: the Local Startup Leap Support Project (1,000 companies), Startup Growth R&D (50 projects) and Global Small Business Development (100 companies).

The expansion of support for Korean consumer goods startups reflects more than a broader pool of eligible companies — it signals a change in policy perspective. A startup ecosystem once centered almost exclusively on technology is now expanding to target brand-building, content and global markets in tandem, opening a wider range of growth opportunities for consumer goods startups than were previously available.
